tema Snow is not a summer hot topic, as also, as a matter of fact, summer works, due to maintenance of the road, yard, nature. And   seson floods in the spring in districts of some municipality Lithuania also is not a summer hot topic. But...
Today I want to talk about the maintenance of village streets in winter, and the snow will only be a reason.
We live in a very nice village. The main road is asphalted (not all of it, but it is asphalted), two shops, there used to be a school and now it has been remodeled as an administrative building. But you can live better, more seriously, but its and self problems: No one and never washes the paved road, no one and never no cleans the milioratine canal by the road, the grass is cut by unemployed people filling fuel in their mowers from their own money. What quality can life you talk about?

This is free, my job,  my life time, but think how much this work cost in total? any work and life time spent on it costs money.
Okey, let's calculate:
450 meters of cleared road or 1500 sq.m. the cleared area will take 3 working hours or 0.38 working days. An hour can will cleared 150 meters of road or 500 square meters. And / But it work needs to be maked every day,  to prevent accumulation of snow and other debris. Therefore in Village  need a janitor who will work every day, and not only during the winter period. Summer is also a lot of work. And the dirt streets need to be leveled and the canals fixed, the asphalt washing, and the papers collected. There are 600 inhabitants in our village, and we want will declored 4 janitors. And the salary them can be found from the winter period, if you don't use heavy equipment to clean the village streets and don't try to take the last shirt from the beggar.
Today's self-government workers, according to the staffing schedule, ignore their job responsibilities and simply wash money through municipal economic work not fulfilled by the contract, and this happens and with a technical support for economic work, and from tools, consumables, fuel.

What do you need? Only to agree with the municipality and transfer this work from declared self goverment company and from the owner self goverment to the villagers to the  villager. Next, the villagers can organize everything themselves. And they will find support in self villeger, and the municipality can support everything with the seasonal garbage that they are now putting on the lawns. it can also be processed by villagers and used winter time as fuel. This is money !
